Sun Kwok la Po, Canton, 20th February, 1922.

Yesterday the following proclamation was issued by the Chinese strikers joint executive and posted at the door of

the Kuomintang Headquarters on the south Bund.

To all our elders, brothers and sister3,

The long duration of the present seamen's strike is

due to the obstinacy of the shipomors and the highhanded-

ness of the Hongkong Goverment. By evory kind of dodge

they have pursued their undermining tactics, treating us

Chinese workmen like children, retracting in the evening

what they said in the morning, and shilly-shalting in the

most inconsistant manner, and in general putting pressure

and compulsion uvon us. All this is obvious to our elders

and brethren and sisters in Hongkong. In view of the

Hongkong Government's unprincipled action, our labour associations thereupon declared a sympathetic strike and

their members returned to their native places to find a

livelihood.

Thereupon all the labour unions in ilongong were

closed and their furniture and other property all removed,

as it might be by armed bandits. Such oppression of

labour is without parallel in the world.

Our protracted resistance and the failure to reach a

settlement ia due to the fact that this is a struggle

where two things are at stake, inaen value and national prestige. We swear that we will not rest till we have

completely attained our object.

we are informed that of late the unprincipled Hongkong

Government and ismoral shipowners have sought tools to per-

for their deadly and secret work and have carried their

vile propaganda in every direction, so that all sorts of

wild ru.ours have been springing up to befool the people.

Low cuming of this description is of course undeserving

of a single mile frm intelligent people, for for fear
